Well, it is a noun that refers to a group of people or things considered as a single unit. 'Committee' and 'government' are collective nouns. Other examples of collective nouns are audience, crowd, flock, jury and orchestra, all of which are singular in form but plural in that they refer to groups that are made up of a number of individuals or individual things.
